I see it as a record.  If nothing else, the estimate becomes the baseline to
measure against actual costs and helps the company evaluate how well its
estimating methodology.

Here is the problem. Your company provides sells service. When the
customer purchases the service they are provided with an estimate of
what their first bill would be.

I've done some research, asked around and have reached what I believe
to be the correct conclusion, but thought I would seek input. Would
this estimate be considered a record?
