You might start at the Universal Postal Union

Subject: OT - Postal Abbreviations

Ok I've tried the internet, but obviously my grasp of geography is less than
I thought it was, since I don't even know what other countries' political
subdivisions are called. Does anyone know where I can find standardized
abbreviations for provinces/states (or whatever they are
called) for European countries? Do many European countries have postal-type
abbreviations like the US, Canada and Australia?
