You may remember when we served together during the Army's Records
Management Business Process Review conducted in the fall of 1993 (?) that
the issue of a specific job series for Records Management positions was
discussed. This need has been recognized by the professionals in our
business, but apparently no sufficient business case has been made to OPM
for them to act. I am an 080, Information Security Specialist, because many
of the records I deal with are classified. People can walk in and have
walked in with no concept of Records Management and occupied agency Records
Manager positions in a number of agencies with which I have been associated.
That is why in virtually all the places I have been or observed over the
past 20 years the records programs are not nearly what they should be.
I agree with Bruce and Judy that ARMA should consider working with OPM.
NARA should too. The preservation of the nation's history is NARA's
business. But it is those of us in the field that pass the historically
significant records to them. NARA has a vested interest in seeing our
profession enhanced to the stature that should warrant a separate job
series.

Good point Bruce. As a Federal Government Records Manager, I have often
complained that we are grouped into various series. I happen to be a 343,
which is a Management Analyst. This is a catch all, and what is really
irritating, is that anyone that meets any of the requirements for a 343 can
walk into a Records Management position, with basically no qualifications.
I read your last paragraph, and certainly something worth exploring.

Good points by both Paul and Peter. Something I would add to this thread -
the federal government currently has no series for records managers, even
though they exist for archivists and librarians. Because of this, RM
positions within NARA are classified under the archival specialist (1421)
series, which doesn't have the history or social science educational
requirements that archival positions do. In other federal agencies RMs are
typically either classified as management analysts or under a catch-all
called "Miscellaneous Administration and Program."
I've seen a couple of posts that view RM and archives as "one in the same."
Granted, the professions are related (could throw librarians in this group
as well). I've spent 20+ years in records management and worked with and for
archivists - there are significant distinctions between the two.
A couple of years ago I heard a rumor that an effort was undertaken to try
and establish a separate series for records managers. Do not believe any
thing came out of it. The Project Management Institute (PMI) convinced the
Office of Personal Management (OPM) to create a separate series for project
managers. Maybe ARMA could work with OPM and do the same for record
managers as well.

I wonder if whoever wrote and approved of these requirements realizes that
T. R. Schellenberg would not have qualified for employment as an archivist?
