With regards to the content not changing, but the subject line changing, if
you forward the e-mail to someone else, that e-mail becomes a record.  Each
time this takes place it is a record.  This then creates a history or audit
trail of the original e-mail.  The metadata for each e-mail record will
change, but they will be filed under the same file series, if the subject
hasn't changed.  There are some legal folks on this list who can tell you
the importance of maintaining the audit trail of information for legal
proceedings, better then I could.  As an example to this issue, when you
reply to the list you must remove the previous verbiage. However, if one was
to consult the list archives you could follow the thread or history of the
request.  A couple of thoughts.
