I was reading an article in the paper today about proposed changes to the
Iowa open meeting laws, by the legislature, to close some loopholes.  A
lobbyist from ALCU said that it really didn't matter if a meeting was open
as they've seem meeting participants using IM to probably discuss a matter
without having to do it in the open.  My question is would these IM's be
considered a public record?  Don't know that much about it coming from
private industry but it did raise my curiosity
