What is your budget and what programs do yuo have? and would you need to integrate?
Do y ou already have an existing Document Management system that has a Records Management module?
Based on my experience, just going strictly with a Records Management program,  I would not select any of those three, but with Filesurf, the vendor is MDY Advanced Technologies.
