There are some "auto classification" tools on the market however I urge you to approach them with caution.  While they all claim to do wonderful things with the click of a button, in reality they will still require significant investments of time and resources (read money and people) to do it right. 



I don't know that any of them will actually "set retention" based on their classification, but once classified, manual application of retention periods shouldn't be overly daunting (since you would be doing it on a collection of classified material rather than individual items).



No product out there will completely remove the need for human intervention and evaluation - and when you're talking about this kind of exposure to risk, it's really better safe than sorry!

Email should not be purged just because it is an email.  The disposition/retention of an email should be evaluated based on the content of the email, not its format.  That goes for Michigan too!
