what I find interesting is that the original legislation stated that
SSNs could NOT be used for identification purposes. I wonder at what
point in time the legislation was changed OR did folks just ignore the
law. When I moved to Virginia I knew that I could ask for a non-SSN
based driver's license number. Interestingly enough my wife
encountered a situation at a store several years ago when she tried to
pay for a purchase with a check. The POS required that the SSN be
entered from her drivers license, only one problem, her license like
mine did not use SSN. The system was not setup take a non-SSN
identifier.
As for colleges and universities, thirty years ago my alma mater used
an alpha-numeric identifier. I guess they were advanced for their
time.
