David,

In Minnesota, you could prevent the paper from coming into your records
center by declaring the electronic copy the official record on the
retention schedule. Statute says that electronic is ok if: 1) It accurately
reflects the information when it is declared a record, and 2) it remains
accessible for the life of the record.
