That's because they handed the paper to "Agnes" or whoever to file for
them. They even had "Agnes" do the copying. One of the biggest
resistance to change issues I face here is not the reluctance to discard
anything (although it is here and there in pockets), but the inability
or reluctance to do one's own filing and sorting in any media or format.
There is still an inherent attitude in the higher echelons of corporate
or government hierarchy that sorting, filing, "typing" correspondence,
etc. should be done by a minion, not senior management. Unfortunately,
these days minions are fewer and farther between.
