Company

BWXT Y-12, in partnership between BWX Technologies Inc. and Bechtel
National Inc., operates the Y-12 National Security Complex for the
National Nuclear Security Administration. BWXT Y-12's goal is the safe
and efficient operation of the Y-12 complex while at the same time
modernizing the facilities to ensure their long-term capability to meet
national security missions.

Department

Information and Materials Division

Responsibilities

Develops and deploys information policy guidance, training materials,
and work tools for Y-12 through a group of information management
professionals and technical support. Leads special initiatives and
performance improvement projects that have cost cutting impact and
upgrade compliance within the company. Coordinates, identifies,
collects, and analyzes information for metrics, presentations, and white
papers. Negotiates library services with ORNL for deployment at Y-12.
Oversees Memoranda of Understanding (MOU) with ORNL for library and
records services and with Bechtel Jacobs for records retrieval services.
Provides specialized Audit Center services to Y-12 and maintains Audit
Center Records collection.

Provides technical support to Records and Document Management Functional
Area Manager in areas of contractor assurance, procedures, and
management and independent assessments. Ensures that company policies
are adhered to by staff and that work is performed with fully trained
and competent staff. Plans, schedules, and directs Policy and
Operational Compliance work activities for professional and technical
support employees. Ensures that all technical aspects of information
policy development and deployment and operational compliance activities,
e.g., assessments and corrective action planning, are properly executed
according to specified procedure requirements. Handles all personnel
matters associated with the Policy and Operational Compliance section.
Serves as communication link between management and
technical/administrative support personnel. Develops budget proposals,
cost estimates, schedules, and related documents for the section.
Interfaces will all levels of administrative, technical, and management
personnel and with NNSA representatives on various topics. Develops and
delivers presentations to various groups including nuclear weapons
complex working groups.

Requirements

Bachelor's degree in information or business management plus a minimum
of 6 years experience involving various Y-12 plant operations or
extensive experience in several relevant areas of records and document
management with supervisory and subject matter expertise. A Master's
degree is desired. Must be knowledgeable about technical aspects of
records management and document control requirements, Privacy Act
requirements, and other information security requirements.

Must understand Issues Management and PAAA requirements, be
knowledgeable of the CAPS system, be able to write effective corrective
actions, and be highly proficient with computing tools and applications.
Must be a self-starter with high initiative who works well with staff
and customers and is able to make decisions in a challenging
environment. Must be an effective leader and be capable of identifying
opportunities for improvement in processes to ensure compliance. Must be
capable of supervising a network of staff in multiple locations and
maintain effective management of multiple projects and customer
priorities at the same time. Prior supervisory experience involving
records and document management activities is highly desirable. An
understanding of performance improvement processes including Six Sigma
black or yellow belt is also highly desirable. Must have effective
communication skills, both oral and written; possess excellent
interpersonal skills; and be able to work in a team environment.
