Lots of times. Many times the cost of implementing an electronic system
was far less expensive than even a single process in the paper world.
One instance involved replacing microfilming of historical records on an
annual basis. Just replacement of the MF gave a payback of less than 6
months. And that was comparing acquisition expenses for software,
hardware, training, scanning, indexing and storage. Gains from improved
efficiency were not even needed to prove a business case. Ongoing
savings after the initial six months were several thousand per year.
