Debi, the past two organizations that I have been affiliated with use an
on-line booking tool that is available from the Intranet.  The system is
setup in conjunction with a travel agency.  The travel agency inputs the
organization's travel policies, e.g. must take lowest airfare provided
that there is not more than one layover, within two-hours of desired
departure time, that the traveler uses preferred airline and hotel
providers etc.

Management reports can be generated that allow compliance to travel
policies to be monitored.
