The truth be told, many implementations of ECM are so compelling there
is no need to have a full blown analysis that compares every variable.
ECM is a tool, nothing more, nothing less.  Does it correct poor records
management practices, it can, but only if you take lessons learned and
correct them with the ECM.  

I am quite certain the folks in Texas that deal with real estate records
would consider your stance on ECM quite amusing.  Information access is
the name of their game.  They don't give a rip about whether or not the
local Registrar has workflow, they need access to documents.  The
fallout of the AG's opinion would be to strangle the Texas economy, not
because they lost workflow, but because they lost access.  The same is
true of businesses and organizations around the world.

Your stance on ECM reminds me of a story I heard long ago about three
blind men and an elephant.  Believe what you wish.  If in your world,
ECM can only be justified for workflow, so be it.
