Benefits: Compensation includes full state benefits package (pension plan, health, dental, and vision coverage, life insurance, 401K, and annual, sick and holiday leave.
Part/Full Time: Position is full-time career service, typically working 40 hours per week. Some overtime may be required during legislative sessions or other critical business times throughout the year. Only those invited to interview will be contacted.

     Job characteristics: The incumbent acts as Deputy Director of the division and reports to the Division Director. Develops and recommends policies and procedures to the director. Provides policy and program analysis of all operations of the agency and provide long term strategic plans for the agency. The incumbent manages the administrative support functions of the Division of State Archives, including budget preparation, tracking of expenditures, management controls, oversight of all fiscal operations, proper procurement practices, oversight of projects through completion, negotiate and resolve problems, determine workloads, determine training needs, monitor and evaluating performance, management of facilities, develop and evaluate programs and polices. Prepares and implements agency budgets and provides alternative fiscal plans to meet objectives and program goals. Oversees all fiscal expenditure planning to ensure accuracy and control of funds. Provides management and fiscal planning to meet the goals of the agency. Monitors agency contract services and implements controls and standards to monitor processing and review of contracts. Writes, reviews, and/or negotiates grants and monitors progress and provides reporting and accountability for program goals. Manages the agency physical facilities and assure that all related contacts are being followed. Incumbent supervises subordinate personnel including hiring, determining workload, and delegating assignments, training, monitoring and evaluating performance, and initiating corrective action or disciplinary action. 

     Tasks: Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.  Develops or modifies rules, policies, or standards, etc.  Reviews fiscal operations to ensure integrity, accuracy and control of data.  Manages accounting or budget activities and provides fiscal information.  Prepares and defends budget recommendations, requests, reports, proposals and/or projections.  Coordinates and/or manages support services such as: telecommunications, motor pool, physical security, facility and grounds, mail processing, equipment relocation, warehouse storage, etc.  Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.

     Qualifications (includes knowledge, skills, and abilities required upon entry into position and trainable after entry into position): Knowledge of or Skills/Ability to fiscal/financial management; develop and/or implement new policies/procedures/standards and/or rules/regulations; supervise others by assigning/directing work; conducting employee evaluations, staff training and development, taking appropriate disciplinary/corrective actions, making hiring/termination recommendations, etc.; agency objectives, organization, structure and mission; ensure compliance with contract terms, policies and procedures, etc.; negotiation techniques and methods; applicable laws, rules, regulations and/or policies and procedures; principles, theories, and practices of budget management; weigh the relative costs and benefits of a potential action; principles, theories, and practices of business administration including accounting, human and material resource management in organizations, sales and marketing, economics, and office information and organizing systems; principles, theories, and practices of purchasing goods and services; bid, quote and award procedures; principles and practices of facilities operations, maintenance, and management; principles, theories, and practices inventory control; principles, theories, and practices of archiving; principles, theories, and practices of records management; prepare financial reports and documentation; use automated software applications; use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions; deal with people in a manner which shows sensitivity, tact, and professionalism; communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing; speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally.

     Other Requirements: Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.  Typically, the employee may sit comfortably to perform the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.

Additional Preference: Preference given to those with a Master's degree in public administration, archives administration, or closely related field. Preference may also be given to those with experience dealing with governmental funding policies and procedures.
