I would include all records on the retention schedule, including those
created and maintained by external entities on your behalf.
Additionally, I would make it a contractual obligation to retain the
records for the retention period specified.
On the subject of including a record series for "Reference", I have
always included it. Is it required, no. But it does cut down the number
of questions I get on the subject by about 90 percent and lets me focus
on real issues.
