this question must be answered first before anything else can be done.
I imagine that Boeing has on retainer outside counsel who could help
you answer this question.

I remember at a previous employer that we were required to maintain
original accounting records in the country that granted us an
exploration concession. All bills were paid in the US, but the
original invoices had to be shipped to the foreign country. To satisfy
our auditors who wanted to see original records, we stamped each
invoice with the following legend;

"original invoices maintained in <country name>"
