I had this problem with a client many years ago and there were these red  
plastic 4.5" things that looked like screws and a cap to put on them. I have  
forgotten what they were called.  they were just for things like this  - to be a 
binder without the rings.  I think they were originally designed  for the old 
dotmatrix computer printouts.  They were great and maybe  someone else will 
remember what they were called.
 
I saved my client a lot of  money by not sending binders to storage  but 
recyling them. They would send 25 boxes  a month with 4" binders.   I showed them 
how this suggestion paid for my consulting services :)
