Well thank you all, I do think I will end up in the modified &*^#@
category myself. I'll tell the departments to move them to pressboard
binders, but if they don't it will be up to the local records manager to
do themselves or enforce.

Plus, with some of your insight on the downsides, now I have additional
ammo on why it needs to be done.
