  I agree.  That  is what I have been telling him/them but they are looking for the "magic wand" or "silver bullet".

It looks like this software is designed solely to identify
unstructured data and then move it to an "archive" environment.

Looks interesting. but as has I've stated in the past if you really
want to identify an organization's records you really need to map
their business processes. They business processes will clearly
identify where records are created, used and maintained within an
organization

I don't think we will ever find that magic wand we all seek that will
quickly and easily identify an organization's records
