Kimo, I think it is a positive that you are looking at available
technologies and thinking of how they might meet both business and
public access needs, and that you are reaching out to resources to find
answers. Note, however, that this listserv is not necessarily the best
resource for the kind of ground level up detail you really need. Might I
suggest that you contact the California State Archives for further
information?  You might also find good sources from local ARMA
(Association of Records Managers and Administrators) chapters and/or SAA
(Society of American Archivists) members. In particular, you need to
take their advice on retention, archival description and preservation,
and electronic records keeping. I strongly suggest that you forgo
pursuing this project until you have talked to such professionals in the
field. Unfortunately, I have to agree with some of the comments from
Peter and Doug - as of now I fear you could cause some serious long term
damage with the approach you are taking.
