FLICC Forum on Federal Information Policies
Library of Congress, Washington , DC
September 12, 2008
In the wake of the September 11, many government agencies changed Web sites, FOIA practices, physical premises access, and publishing practices to improve information security, all the while acknowledging that information sharing within the government, among the various agencies, is of vital importance to the national security. Now seven years later, as the Web has continued to evolve as an integrated and shared work environment, government and individuals are feverishly collaborating to create and make more information available digitally.

With the inherent conflict between these goals and objectives, it can be difficult to determine what government information truly is or where it can reside. Even with working definitions in hand, factors of security, access and preservation further complicate endeavors for information professionals to provide and protect government agency resources while encouraging the free flow of information.

The 2008 FLICC Forum will bring together renowned scholars, information practitioners, professionals who rely upon government information and social observers who will take a broad look at the questions of the day:
• Has Web information removed from public Web sites been lost to internal government researchers as well?
• Has the criticality of sharing government intelligence across agencies created opportunities to develop interagency systems to make this sharing practical?
• As information professionals integrate use of Web 2.0 and Web 3D into their toolkits, how will content providers “brand” and maintain the initial integrity of government information when it appears in multiple virtual environments?
• Is digital watermarking, or other steganographic techniques, appropriate for purposes of protection, authentication and verification?

Join this dynamic discussion among participants, presenters and panelists to explore accomplishments in and future prospects for interagency and individual information sharing, including what systems and standards are needed to improve security, integrity and persistence while aiding information flow between federal agencies and the nation’s citizenry.
