When IT suggest a single retention, make sure they recognize that that
retention "bucket" must reflect the highest retention of the records
going into that bucket. In Multnomah County, that would be permanent. If
they balk at that, get legal counsel involved. If legal counsel thinks
everything IT is saying is hunky dory, get it in writing, and make sure
you document your own concerns.
