You are probably correct on your assessment.  I've read a few
employment and labor blogs on the subject.  A number surmise that
companies may have to go back years. Ultimately the courts are going
to have to sort this out, which will likely take years.

What many emphasize is the need for organizations to review their
retention schedules/policies.  Also important to document the
reasoning for maintaining payroll records whatever retention period
they ultimately decide on.
