HR knows better....
My experience shows that HR staff very often has very little knowledge about profession they are responsible to hire "right candidate".
As a person who is currently was laid off, I attend different workshops for people in transition. Almost every time I was told that it is important to send Resume directly to hiring manager. In my life few postings were corrected after my interruption due to errors in name of Legislative acts, strange descriptions of professional skills, misspelling .
Reactions of some HR reps are also subject for discussion - from appreciation to disrespect.
Today's posting from Manpower is an example.
