Sorry for any confusion. Your original post indicated that there was to be no Obama Presidential Library and that NARA would administer his Presidential Records Act material. However, even NARA calls their effort "The Barack Obama Presidential Library." There is something in Chicago's Jackson park now being called the Presidential Center which is privately funded but is frequently touted as a 'presidential library' by the press. Since NARA will eventually make all of the Presidential Library records available in digital form I assume those records may very well be available through connections at the Presidential Center. The National Archives' Nixon Presidential Materials Project operated out of existing NARA space in the Washington, DC area from 1977 until 2007. That's where I worked with the Nixon White House tapes and files as a NARA archivist. I was a member of an organizational unit reporting to the National Archives' Office of Presidential Libraries, not a presidential library. There was no NARA administered Nixn presidential library until 2007.
