Now pass a law that says organizations must have a records management
system to support SarbOx ...


My point exactly (almost, sort of, not quite). SOX by default has
required, not just an RM program be implemented, but a sound RM program.
Currently this requires a person with a CRM or a lot of years of
experience. This evidenced by all the $100,000 a year jobs being posted
for Records Managers. It remains a profession of individuals. They did
not require RM be implemented and enforced in corporate America, because
we have not created such a beast yet. Until we tell them what to do, as
a profession, they will continue to define to the best of their limited
knowledge.
