...provide services upon the demand...

That is not the only meaning you could choose for the
word. And there is the meaning http://m-w.com in great
demand or in demand as an entertainer, seeking or sought
after... http://yourdictionary.com to require as useful,
just, proper, or necessary; call for: a gem that demands a
fine setting. Those might be my preferred usage had I
used that word myself. But I did not use that word.

No assumption is made that even a reply on the mark of the
enquiry would be offered. But the enquiry is out there
should anyone else see the merit and also wonder. Or should
a change of heart overcome any prejudices. I strive to
overcome whatever my misperceptions when people correctly
point out to me how I am mistaken.

What I raise is an issue of what expectations can be made of
good records managers. By indicating my expectations of
professionals I admire for their efforts but do take issue
with the manner of their communicating about how their
enterprise is put together. I expect that they would want
others to follow their example by demonstrating the
particular details of how they do what they do. I believe
that to be a reasonable expectation of people who assert
their professional principles and it is a complement for
professional work. Mine is a response to the sharply worded
reply, a blocked access to information otherwise to be
considered an enquiry that complemented the enterprise.

Another person might have been delighted to be asked !
