OK, I have taken one, two or three breaths from my nice clean air up here in
the hills outside of Perth, Western Australia and I have to thank Bob for
his dose of - a back to reality check.

Yes, Bob is correct in that he points out that over regulation is an issue
that I have not identified in my ramblings.
I agree that inappropriate, unwarranted, or excessive regulation is
undesirable and causes inefficiency and pain to those who have to comply
with what is in effect well meaning ineffectual garbage that we have to
abide by because it is law in our jurisdiction.
Yes, this is wrong and should be fought with the highest degree of effort.
The Don Quixote of the RIM world, that's me.
Which is worse, no legislation or over legislation? Neither is desirable. I
propose appropriate, well thought out guidelines and recommendations for
action.
Rather than using the terms e.g. SHALL, WILL, COULD, SHOULD, MAY or MUST
maybe each item in ISO15489.1 & 2 Standard should state the following:
To be able to meet or attain the highest [or maximum] level of efficiency
with a RIM System it is desirable and possibly even mandatory that the
following procedure/s be implemented in an RIM system.
- or some similar wording be used to convey the possibility of attaining the
highest level of efficiency possible with an RIM or ERDMS system.
Business Functional Classification or Business Classification Schemes BCS
require consensus and cooperation. They are not built in concrete but are
living growing things that change as the organisation grows and or changes.
We should not be afraid of this as this is how business and government work.
They are not constant overtime and we need to address that change in the way
we manage the terminology used by the organisation and make allowances to be
able to accommodate that change.
I like square pegs trying to fit into round holes, as I have a wood turning
lathe that converts the square pegs into round pegs via corporate wide
discussion, intellectual interaction, and finally consensus.
In RIM circles this proves to be a WIN -WIN for all concerned.
I am also an extreme optimist!

As an aside and a distraction: The Tasmanian Devil is under threat by some
mysterious ailment and is being exterminated across Tasmania at a rapid
rate. We trust that they [the scientists] find the cause and eradicate the
problem before they all disappear.
I love the little devils. They are much better as an example than the
proverbial terrier dog to attack an issue as the Tasmanian Devils do not
know how to give in - they loose a limb first.
