DESCRIPTION OF WORK
This is an anticipated vacancy pending official classification approval.
Vacancy exists in Archives and Records Section, Government Records Branch

Position works with Electronic Records Archivist and Head of Local Records
Unit in consulting with state and local government. Agencies in the
appraisal, preservation, and transfer of archival public records in digital
and associated paper and microfilm formats to the State Archives. Position
also aids in planning of the processing of archival state and local
government records by Arrangement and Description staff charged with
processing state agency and local records. Duties also include scanning,
application of encoded archival description templates, and indexing for web
access. Position also arranges and describes unprocessed records (in all
formats) within local government records backlog. Occasional overnight
travel required to visit government agencies to advise and assist on
electronic record-keeping practices. Also participates in project teams and
committees and occasionally does reference work for the public and agency
staff. Occasional Saturday work in the State Archives Search Room is
required. For internal purposes, met ESC requirements as of 05/11/05.


KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of records and information management techniques and
practices (including records inventory techniques; records appraisal and
scheduling; microfilm and imaging system application, equipment and
standards; records center and archives operations; filing equipment; and
general preservation guidelines.) Considerable knowledge of computer
hardware and software. Considerable technical knowledge related to database
construction and maintenance and major operating systems. Considerable
knowledge of archival theory and practice, especially arrangement and
description techniques for paper, microfilm, and digital records.
Considerable knowledge of the organization and operation of state and local
government and its functions. Ability to analyze and evaluate records
management system and to recommend improvements. Ability to express oneself
clearly and effectively in oral and written form. Ability to use personal
computers and word processing and allied software and familiarity with
national and international online sources. Ability to prioritize and
organize projects. Ability to establish and maintain effective working
relationships with public officials and agency staff. Certified Archivist or
Certified Records Manager preferred. Valid N.C. driver's license required.


TRAINING AND EXPERIENCE REQUIREMENTS
Graduation from a four-year college or university with a major in history,
library science, or a related social science and two years of progressive
experience in archives and records work; or an equivalent combination of
training and experience. Prefer additional directly related education,
training, and experience as specified in the description of work and
knowledge, skills and abilities sections above. Interviewing supervisor is
Ed Southern.
