I suggest you look at Zasio Versatile Express. It has worked well for us, and has the features you list as needing.
County IT does not support MS Access. County standard is MS SQL Server database, so that data can be backed up consistently and reliably, and meets County standards for data security (i.e., certain box/file descriptions may represent HIPAA ePHI). MS Access does not play well with multiple users and more complex network security, as I understand. While Versatile Express was originally intended to run stand alone on one PC, multiple PC installs will access a common SQL db on a server -- we were the first such customer to use it this way.
I think that this product was more economic in our application that trying to build and support a comparable application from scratch.
