I think the only difference might be the length of their term of service =)
You'd be much more likely to find someone "long in the tooth" in a public
sector job than in a private sector job, but that doesn't necessarily mean
they're more knowledgeable, just more experienced. The search patterns of
the end users is what you're looking to identify... "who does what with what
information how often and how do they find it"
You might find the people in less common places in private sector as well,
as they may tend to have their information "siloed" more.
