DESCRIPTION OF WORK
Position in is in the Archives and Records Section, Government Records
Branch.  Position is responsible for the promotion and application of
efficient economical records management methods and practices for
records in electronic, paper, and other formats. Serves as consultant to
assigned state agencies with responsibility for conducting surveys of
records systems; for evaluating, inspecting, and proposing new or
revised records systems; for consultation on imaging systems, database
records management, and other electronic records formats and issues, as
well as media such as microfilm; for providing information on laws and
policies related to records retention and disposition; for preparing and
revising retention and disposition schedules and working with staff on
development of retention standards especially for electronic records.
Requires extensive contact with agency officials and personnel. Requires
collaboration with arrangement and description and electronic records
archivists to identify methods for preserving archival electronic
records. Acts as liaison with State Records Center on storage and
retrieval needs, presents training on records management topics and
provides assistance in resolving problems related to management of
records. For internal purposes, met ESC requirement as of 01/26/06.

KNOWLEDGE, SKILLS AND ABILITIES
General knowledge of records management techniques, principles and
procedures used in retrieval, storage, and disposal of records in paper
and electronic formats; principles and procedures of research,
compilation, analysis, and preservation of statistical information; and
the principles of paper and computer filing and classification systems,
microfilm and other recording systems. General knowledge of state
government organization operation and functions. Ability to express
oneself clearly and effectively in written and oral form. Ability to use
personal computers and associated software. Ability to establish and
maintain effective working relationships with others. Recommended:
Certified Records Manager (CRM) designation; experience in developing
records retention and disposition schedules; demonstrated knowledge of
computerized records systems and their component hardware and software;
ability to work as a team member. Valid NC driver's license required.
Occasional Saturday work in the State Archives Search Room is required.
Ability to lift records storage cartons weighing as much as 40-50
pounds. Also general knowledge of archival principles and practices.

TRAINING AND EXPERIENCE REQUIREMENTS
Graduation from a four-year college or university and one year of
experience in archival records or records management work; or an
equivalent combination of education and experience. Prefer additional
directly related education, training and experience as specified in the
Knowledge, Skills, and Abilities and Description of Work sections above.
Interviewing supervisor is Ron Leach.
