Hi Steve!

Whether or not you call a non-record a "non-record" or a "temporary
record" or a "transient record" isn't the issue for you (I don't think)
- call it what you want; your issue with end-users keeping things as
long as they choose by circumventing the process is an enforcement issue
that should be dealt with by those particular end-users' management, not
by the Records function.  The Records function should advise management
of whether or not their direct reports are abiding by company policy or
not, but it should be up to them (mgmt) to make the employee behave.

Managing non-records to the short retention period should happen the
same way you would manage any other record to its retention period - by
providing clear guidance and policy, providing access to filing methods
that will allow for proper management (electronic or paper), continually
training staff on the how and why, auditing compliance, and escalating
to management when you see holes in your compliance.
