Records Management should absolutely be placed under the IT group. RM/IT
integration is a strong strategic move that can break down a major barrier
to good RM implementation. Like it or not RM is now forever intertwined with
the IT field, our electronic records programs rely on their systems; and
their systems work more efficiently when our policies are applied.
From a career point of view, RM/IT can also be a boon. IT often (at least in
my organization) has a much larger training budget due to the rapidly
evolving technology, so those courses you've been thinking about could be a
step closer to happening.
Being part of IT and possibly having an IT oriented title (I like the sound
of Information Management Analyst) also goes a long way in eliminating File
Clerk Syndrome.
Drink that sweet IT Kool-Aid.
