The answer is, "It depends."  There are no cookie cutter solutions.

One alternative to consider is linking RM to the General Counsel 
Office.  That is one of the few offices that looks at the big picture 
and has responsibility for all departments.  The GCO is dependent on RM 
for records production in the discovery phase of litigation.  A GCO that 
wants to limit the organization's legal risk will make sure that the RM 
department is staffed and funded well enough to insure that the 
retention schedule is accurate, comprehensive, and enjoys near universal 
participation from the staff.

So in an organization with significant legal risk, consider attaching RM 
to the GCO.  In this situation, IT dance to the GCO's tune.

Also, sometimes IT is undervalued, underfunded, and confined to the 
basement until something goes wrong.
