There's a convulated workaround for this at:

ost-office-2003-sp3.aspx
The wording looks funny but it does not refer to Post Office, but to
stuff you have
that is post Office 2003.

Subject: [RM] Microsoft Office 2003 Service Pack 3 disables older file
types
Microsoft released service pack 3 for Office 2003, which disables the
opening of many file types including Word and Excel 97. The KB article
describing this is kb 938810. On the surface this appears to be a
records management nightmare. Have other people looked at this and
found a workaround? With the issues of e-Discovery, this could have
substantial ramifications in time and labor if we have to convert files.
