Jamie, the New York State Archives offers a publication "Records
Management Consultants" (Publication # 44) you might find useful. It's
focussed on helping local governments in New York State, but most of the
recommendations are general enough they can applied to your
circumstances. The URL is

I have a "Request For Information" which I wrote earlier this year, and
which I can send you if you are interested (contact me directly rather
than through the listserv). While it's not a procurement document, it
can serve as the basis for one.

Also, once you get a handle on the scope of work, your university's
procurement staff should be able to help you format it to meet the
institutional requirements.
