So my first thought is WHY would the IT Manager be the one that would have
an issue with this?  All they have to be concerned about is the volume once
they settle on a technology.  But where's the General Counsel or the State
Attorney General weighing in on this?  If there was a Public Records Act
request (see your disclaimer below) that had to be responded to, who would
have to respond?

Still can't believe they are willing to allow the use of personal cell
phones... and more to the point, that employees are willing to give out
their personal numbers for people to call them. I mean, unless they've
disabled the feature, whenever they call someone, their number shows up on
the recipient's screen.  Also, doesn't this mean that they can't clear
anything out of memory?  And that they'd have to agree to allow their
service provider to grant access to their records or any stored content?
