One factor to consider in evaluating the tradeoff between sampling and document-by-document quality control is the consequences of a lost document.  For some types of documents, especially where quantities are great, sampling definitely will fill the bill.  However, for other types of documents (say, items in personnel files, contracts, etc.), having a bad scan or worse bad metadata can result in serious consequences.  I would recommend doing a cost/risk analysis as part of the decision making process.
