Is the reason for the full date for technical reasons or to comply with some 
rules of practice?  If it's the former, it may be valid - to this day dates are 
problematic in databases and spreadsheets - but a programming script or 
other workaround may be able to convert a year-only value.  If it's the latter 
then it's a probably decision you should be making, not them.
