I agree with you. I've seen many attempts of ERMS systems which would work
if they were used. Some direct coercion to use the system nets benefits,
but the true test is time. People can and will find substitutes or if there
is no penalty simply not use it. And there are a lot of factors. You may
find a great system which should be easy to use, but if you don't consider
the IT infrastructure, lags in speed or limitations in bandwidth may become
the "ease of use" issue. It's like directing a symphony to achieve that
simple "ease of use" standard and those who have planned well and achieve it
within a sound records system should be proud! They'll know it because of
the amount of work they put in :-)

I don't know if ease-of-use is technically a functionality, but IMHO, no
solution will work if users won't use it and if it is too hard, they won't.
