All agencies require routine reports. I am reading a book about the Skylab program. They were required to submit a large monthly report. One month they did not include 50 pages in the center. Later they called and asked how the report was and told it was great. After revealing that a. they had missing pages and b. no one at HQ had read the report they were able to reduce the reporting requirements.
