The timing to place a hold order placed should be specified within internal procedures -- specifying what is a reasonable time for your business operations.  Working to established procedures is defensible.

An exception is for companies listed on the stock exchange much provide within 90 days information identifying what pertinent records exist and where those records are physically located.

In my opinion you should issue the hold order as soon as possible. It should
be broad in nature so that you can ensure that everyone is aware of it. Then
you can pare back the order as you get further information as to what is
actually subject to the hold.
