The answer is that PDF/A permits all compression types supported by PDF
itself EXCEPT as noted in the respective Parts of ISO 19005.
PDF/A-1 (ISO 19005-1:2005) prohibits the use of LZW. Since it's based on
PDF 1.4, PDF/A-1 does not include JPEG2000. The Specification for PDF
1.4 can be downloaded from the Adobe website.
PDF/A-2 (ISO 19005-2) is based on ISO 32000. The compression schemes
available in this version of PDF (and thus in PDF/A-2) are detailed in
Table 6 of ISO 32000-1:2008. LZW is still prohibited. A free copy of
ISO 32000 may also be downloaded from Adobe's website.
