No, it's not customary. Like the others, I have never been presented with 
a fee for the certificate. The certificate is basically a receipt for 
services rendered, ie. confirmation of the destruction and is part and 
parcel of the transaction. I too recommend reviewing your agreement with 
the vendor and consulting with legal.

This sounds a little like the Jets/Giants crazy ticket buying program 
where one must first pay for the rights to buy tickets before actually 
buying a ticket.
