Paul, in my experience, destruction vendors charge extra for witnessed
destructions. In your case, you replaced a certificate of destruction
incorporating photos with an actual on-site witnessed destruction. This may
be what the charge is actually for. Would the vendor charge for the
certificate of destruction without photos or witnessing?
