I generally agree with Hugh, but have to object to this thought.  The National Archives is responsible for preserving materials of national interest, including federal government materials.  Additionally, the Archives primary responsibility is preservation for research purposes, not for public display.

The fact that an employee of the Archives stole items does not mean that the Archives shouldn't have it.  It only means the individual was a thief.
