DESCRIPTION:
The State Records Officer (SRO) plans, organizes, directs, and evaluates the Digital Archives of Georgia, statewide records management programs, and the State Records Center, as part of the Division of Archives and History.  The SRO works closely with Division staff and with state and local government agencies throughout Georgia.
This position is a highly visible with statewide influence on the direction of digital and information management programs in Georgia that requires the ability to think strategically and innovatively, extensive knowledge of records management and digital archives, and the ability to work well with colleagues, government employees, and elected officials.
DUTIES

ˇ         Manages the digital and hard copy records and associated activities of the State Records Center.

ˇ         Provides staff support to the State Records Committee and coordinates records retention requirements for state and local government agencies.

ˇ         Develops and disseminates statewide records information policies and standards; and provides advice to state and local government entities.

ˇ         Manages Digital Records to include developing and maintaining recognized practices related to the life cycle of that associated information, such as identifying, classifying, archiving, preserving and destroying records per standardized protocol.

ˇ         Manages electronic document conversion, data capture, and data entry-web-based management.

ˇ         Develops and manages the Digital Archives optical library through Graphical User Interface (GUI).

ˇ         Creates and manages associated information systems and databases.
MINIMUM QUALIFICATIONS:
A Master's degree in a related field together with professional certification in records/digital records management (CRM) plus a minimum of two (2) years relevant professional experience or a Bachelor's degree in a related field together with professional certification in records/digital records management (CRM) and four (4) years of professional experience in an Archival Institution or a Records Management program.
SUPERVISORY EXPERIENCE:
Two (2) years experience at the management or administrative level involving direct supervision of professional staff and/or responsibility for a major program element.
KNOWLEDGE SKILLS and ABILITIES:

ˇ         Experience with creating/managing information systems and databases

ˇ         Experience with MS Office Applications - Word, Excel; PowerPoint, Visio, Project and Access

ˇ         Excellent English written and verbal communication skills; including writing user/technical documentation

ˇ         Strong analytical and problem-solving skills

ˇ         Strong interpersonal skills and ability to work as a member of a team as required

ˇ         Demonstrated knowledge of XML/XSL and other data/metadata structure standards relevant to the archival control of digital content (such as EAD, Dublin Core, MODS) and ability to provide leadership in the implementation of appropriate metadata standards

ˇ         Knowledge of digital preservation and transformation best practices and standards for a variety of formats of born-digital and reformatted materials

ˇ         Demonstrated knowledge of professional records management standards and practices
