As for your answer it depends on the dollar value of the contract, but for public agencies typically a public bid process is used to procure vendor services if it is usually over a few thousand dollars.
The State of California has a site called CMAS (California Multiple Award Schedule) that allows you to find vendors that give pre-approved rates to government and public agencies in the State. California has already negotiated pricing with these pre-approved vendors, which vendors may extend to cities, towns, various agencies and municipalities.
Here is the link to the site. Click on the list to view products and services since I find the site difficult to search on at times. You'll see a lot of document related services options.

You will still have to negotiate a contract, but this site can certainly help you with getting competitive bids from non-CMAS vendors or at least set pricing from the offsite storage vendors on the list and provide some basic terms
